Chris Embree, Cool, California:

 

Scirocco Specialist: Chris Embree is the CEO and founder of West Coast Roccos (WCR). He is widely recognized in the automotive community as a Master Technician Volkswagen Sciroccos, specializing in the restoration and preservation of Mk1 and Mk2 models.

The Car That Changed Everything “Mecum Rocc”:

The “Mecum Rocc” was high-caliber restoration of a 1987 Volkswagen Scirocco 16V.  Chris built this, which showcased the platform’s potential on a national stage.

  • ‘Thee’ Build: This project featured one of the first meticulous frame-up Mk2 Scirocco restorations. A 1.8L 16V engine, all-new paint, a sound-proofed interior with custom upholstery, and an Alpine stereo system. It was rounded out with classic BBS RS-style wheels.
  • Significance: By putting such a high-quality build through a major auction like Mecum, Chris helped demonstrate that these cars were capable of fetching prices traditionally reserved for more mainstream classics.

Changing the Value of Sciroccos World Wide:

Chris has transformatived the Volkswagen Scirocco market. Moving the platform from a niche “budget” hobby into a high-value collector segment through strategic builds and industry advocacy. Chris Mecum Rocc Build is credited with significantly shifting how insurance companies like Hagerty view the Mk2 Scirocco.

  • The Facility Tour: Chris hosted Hagerty representatives at WCR South to demonstrate the level of craftsmanship, rarity of parts, and growing demand for these vehicles.
  • Valuation Shift: Prior to his advocacy, Mk2 Sciroccos were often undervalued by insurers. Following his efforts and the emergence of high-quality examples, Hagerty’s data now reflects a massive surge; values for the best “Condition #1” cars jumped from approximately $13,000 in 2019 to almost $60,000 in 2026 – up 2.9% from 2025.
  • Insurance Impact: Because the “Agreed Value” of these cars has skyrocketed (in some cases 5-10x their previous baseline), owners can now secure much higher Guaranteed Value policies. This shift allows enthusiasts to justify the high cost of a professional restoration, knowing the car’s replacement value is protected at market-accurate levels

The Randy Rhoads Restoration:

One of his most notable career highlights was the full restoration of the 1979 Mk1 Scirocco that belonged to late guitarist Randy Rhoads.

Embree worked closely with the Rhoads family to ensure the car was restored with extreme attention to detail, even finding a guitar pick and Rhoads’ metronome hidden under the seats during the tear down process.

Even his ashtray with cigarette butts was preserved, insuring that Randy’s was Mk1 Scirocco was 100% they way he left it on the day of his untimely death.

Dave Meister – Renton, Washington:

Production Hub: While West Coast Roccos has roots in California (managed by Chris Embree), many of the shop’s proprietary custom made parts are made at the Renton, Washington location, known as West Coast Roccos North.

Meister Werks European: Dave Meister operates this location out of his existing shop, Meister Werks European. At this location, he applies his technical expertise to develop Scirocco-specific solutions. For example, Mk2 fuel hose kits, vacuum hose kits and OEM replica decals.

Custom Parts & Tools: Products such as the upgraded Mk2 European headlight adjusters and Mk1 TV Headlight asjusters are explicitly noted as being “made in house” by Dave’s team at the WCR North location.

3 Piece Mk1 Scirocco Wheels:

Dave Meister and his shop, Meister Werks, gained recognition for being among the first to popularize the custom conversion of standard, one-piece original equipment manufacturer (OEM) cast wheels into high-end 3-piece custom wheels.

  • The Innovation of OEM Conversions: While 3-piece wheels were traditionally manufactured as multi-piece units from the factory (a design pioneered by SSR with the MK1 in 1971 Threepieceus ), Meister’s approach focused on repurposing vintage stock wheels.
  • Precision Machining: He utilizes advanced CNC lathes and mills Meister Werks to carefully “split” a standard monoblock wheel. The process involves removing the original barrel and lip while leaving only the center face.
  • Creating a “Register”: After splitting, he machines a precise mounting surface (a register) onto the back of the cast face. This allows it to seat perfectly against aftermarket multi-piece components like BBS Motorsport barrels and lips.
  • Preserving Heritage: This technique allows enthusiasts to keep the classic look of their car’s original factory wheels (like the iconic Mk1 Scirocco alloys) while benefiting from modern widths, offsets, and diameters.
